Critical Skills Employment Permit Ireland: Practical 2026 Steps

A signed Irish job offer can feel like the hard part is done. Unfortunately, it isn’t. A Critical Skills Employment Permit Ireland is permission to work for that employer in that role. It isn’t a visa, and it isn’t residence permission on its own.

Quick answer: Apply on Employment Permits Online (the current DETE application portal) at least 12 weeks before your proposed start date, with a signed contract of 2 years or more. US citizens don’t need an entry visa, but visa-free landing isn’t a right to work. After the permit you still have border control, Stamp 1 registration, then PPS and Revenue. What is a Critical Skills Employment Permit Ireland?

It is an employment permit from DETE (Department of Enterprise, Trade and Employment). A visa is an entry document where your nationality needs one. Residence comes later from ISD (Immigration Service Delivery). The permit isn’t residence permission.

Who qualifies: salary, occupation list, and the two-year offer

Eligibility is occupation, pay, and a long enough offer, not your job title. DETE uses SOC 2010. A broad ICT group doesn’t automatically qualify. Check the live Critical Skills Occupations List (updated in 2026, including from 13 May 2026).

From 1 March 2026 the CSEP page uses these floors. Salary means basic pay. Bonuses don’t count. Qualifying health-insurance payments can also count toward remuneration:

  • €40,904 a year for listed roles when you have a relevant degree (or higher).
  • €36,848 if you got that qualifying degree in the 12 months before you apply, and the role is on the list.
  • €68,911 a year for other eligible roles. Without a degree, you need the experience DETE asks for.

The offer must run at least two years. Employers generally need at least 50% EEA employees, although this rule can be waived for qualifying start-ups supported by Enterprise Ireland or IDA Ireland. The fee is €1,000 (90% refunded if refused, paid to the applicant).

How do you apply for a Critical Skills Employment Permit Ireland?

The employee or employer can initiate the application; Employment Permits Online then has the parties jointly complete and e-sign the relevant sections. DETE wants the file at least 12 weeks before the start date. That is when to apply, not how long a decision takes.

  1. Check the occupations list, salary floors, and two-year contract first.
  2. Create portal accounts so each party can complete and e-sign their sections.
  3. Add the signed contract and the qualification details on the CSEP checklist.
  4. Submit the completed application and pay the processing fee.
  5. Reply to information requests within 28 days. That can pause the file. It isn’t a published extra wait of a set number of weeks.

Use DETE’s current processing dates. As of 1 September 2026 they were processing Critical Skills applications received on 24 August 2026. Don’t treat 3 to 6 weeks, or a faster Trusted Partner track, as current rules. Don’t resign until the permit is issued.

What happens after CSEP approval: entry, Stamp 1, PPS, and payroll

Approval isn’t the finish line. These gates sit with different Irish bodies.

  1. Offer and occupation eligibility (DETE).
  2. Application and CSEP approval (Employment Permits Online / DETE).
  3. Travel and immigration control at the border.
  4. Irish immigration registration, usually Stamp 1 (ISD).
  5. PPS and Revenue payroll setup (DSP and Revenue), for a normal payslip, not always for boarding the plane.
  6. After 21 months of employment in the State on a CSEP, you may become eligible for Stamp 4, subject to ISD rules.

US citizens are visa-exempt for entry, but officers can still refuse landing. Carry the original employment permit for inspection at the port of entry, not only an approval email or PDF copy. A pending application doesn’t let you work as a visitor. For stays of more than 90 days, non-EEA nationals must register their immigration permission after arrival. The permit is not that residence permission.

Irish PAYE, USC, PRSI and employment-permit rules apply regardless of citizenship. US citizens may also have separate US tax-filing obligations.

Critical Skills vs General Employment Permit vs intra-company transfer

CSEP often wins when Stamp 4 timing and partner work access matter. For higher-paid employees, income tax, USC, and employee PRSI together can exceed 50% at the margin. The 2026 single standard-rate band is €44,000, then 40% income tax, plus USC and PRSI (4.2% through 30 September 2026, 4.35% from 1 October 2026).

  • Critical Skills: €40,904 / €68,911 (graduate listed role €36,848), no labour market test, Stamp 4 may follow 21 months, eligible partner Stamp 1G.
  • General Employment Permit: €36,605, usually a labour market test, Stamp 4 at 57 months, partner Stamp 1G after family reunification.
  • Intra-company transfer: €49,523 for senior or key personnel. Under current ISD rules, Stamp 4 eligibility is at 57 months; that is not long-term residence accruing from the ICT permit itself. DETE still treats ICT as temporary.

After 9 months, a CSEP holder may be able to change employer under DETE’s current change-of-employer rules, subject to the applicable occupation and permit conditions. That replaced 12-month lock-in folklore. See changing employer and ISD Stamp 4 upgrades.

Common mistakes

  • Resigning on a signed offer.
  • Calling the permit a visa, or thinking CSEP is Stamp 4.
  • Assuming any software title is Critical Skills.
  • Working as a visitor, or treating a US remote payroll as Irish work permission. Check immigration and tax separately.

FAQ

Do US citizens need a visa to enter Ireland on a Critical Skills permit?

No entry visa is required for US passport holders. But visa exemption does not authorize employment: to work under the CSEP route, the employment permit must have been issued, and you remain subject to immigration control at the border.

Is a Critical Skills Employment Permit a visa or Stamp 4?

Neither. It is DETE work permission. You usually register on Stamp 1. Stamp 4 is later ISD residence permission you may become eligible for after 21 months.

Can my spouse work in Ireland on my CSEP?

An eligible spouse or de facto partner of a CSEP holder can receive Stamp 1G and work without a separate employment permit. GEP and ICT partners have different family-reunification rules, so don’t assume the CSEP spouse process applies to them.

Can I enter as a tourist and start work while the permit is processing?

No. A pending file doesn’t authorize work. An officer can refuse entry if you don’t meet landing conditions. Visitor permission isn’t a workaround.

Why might my first Irish paycheck look so high-tax?

Emergency tax is common if payroll runs before your PPS is issued or the job is registered with Revenue. It usually corrects once myAccount and your employer align.
